Job Summary

Reporting to the Chief of Police, the Deputy Chief of Police provides operational support to the Chief of Police. The Deputy Chief of Police is responsible for overseeing daily operations and administering the police department. The Deputy Chief of Police plans, directs, supervises, and coordinates the staff and activities of the Police Department.

Job Duties

* Enforce state law on all property owned, controlled or leased by Northeast State Community College or the Tennessee College of Applied Technology - Elizabethton (TCATE).

* Develop and recommend plans and strategies to protect people and safeguard property.

* Testify in court.

* Serve as the department's Training and Supply Officer.

* Develop and implement the department's records keeping systems within the police department.

* Collaborates with and directly supervise all law enforcement officers.

* Conducts personnel functions, including performance evaluations, mentoring, counseling, discipline, and training.

* Chair and/or serve as a member of committees as directed by the chief of police.

* Coordinates applicant recruitment and selection processes.

* Maintain the department's staff schedule to ensure adequate personnel coverage across all campuses.

* Ensure accreditation standards established by the Tennessee Association of Chiefs of Police are developed and properly implemented.

* Promote, assist with implementation, and comply with NeSCC Clery Act regulations and programs.

* Implement the department's training program to ensure all officers meet or exceed Peace Officer Standards and Training Commission (POST) standards.

* Ensure officers complete training that is specific to campus police duties and responsibilities.

* Review, provide guidance for correction, and approve department generated reports.

* Keeps the chief of police informed of routine and unusual situations, and recommends appropriate corrective action.

* Submit crime statistics to the Tennessee Bureau of Investigation (TBI) through the Tennessee Incident Based Reporting System (TIBRS).

* Make recommendations to the Chief of Police and other departments regarding programs and services related to Clery and Violence Against Women Act (VAWA).

* Complete other assignments as directed by the Chief of Police.

* Serve as Chief of Police in his/her absence.

Minimum Qualifications

* Associate degree from an accredited higher education institution.
* Ability to become Peace Officer Standards and Training Commission (P.O.S.T.) certified per T.C.A. 38-8-107 within 3 months from hire date.
* Two years of law enforcement and/or military supervisory experience.

Preferred Qualifications

* Bachelor's degree or higher from an accredited institution.
* Seven years of law enforcement and/or campus police experience.
* Tennessee P.O.S.T. Certification.
* Five or more years of law enforcement supervisory experience.
* Tennessee Incident Based Reporting System (TIBRS) Experience
* General Departmental Instructor (GDI) experience.
* Three years of demonstrated working experience with the Clery Act's regulations and standards.
* Three years of demonstrated working experience with law enforcement accreditation compliance.
* Conversational ability or fluency in a second language.

Knowledge, Skills, and Abilities

* Technology Skills: MS Office skills, Word, Excel, Outlook; videoconferencing software; digital records management systems; general operating systems and data information systems
* Knowledge of modern law enforcement practices as they pertain to campus law enforcement.
* Knowledge of the National Incident Management System (NIMS).
* Knowledge in the Clery Act and Violence Against Women Act.
* Knowledge of law enforcement accreditation principles and practices.
* Trained in police instructor development.
* Knowledge of the court system.
* Knowledge of effective methods of communication.
* Ability to ascertain facts by personal contact, observation, and investigation.
* Ability to explain and interpret pertinent provisions of laws, ordnances and regulations.
* Ability to administer the enforcement of laws firmly, tactfully, and with respect for the rights of others.
