Job Summary
The Electrical Construction Superintendent will use technical knowledge and judgement to provide code required skilled inspections and recommendations of corrections to noted issues on university construction projects in compliance with intent of the design and the University's current adopted codes & standards. This position will also coordinate with applicable parties and Code Compliance & Fire Safety on code required inspections and conditions of Certificates of Occupancy; provide commissioning on electrical, lighting, fire alarm & life safety, and other related work; on a case-by-case basis, review & inspect building automation systems controls; conduct plan reviews on select projects; work on project assignments as directed by Lead Inspector / Construction Superintendent; and collaborate with the project teams and Associate Directors of Code Compliance & Fire Safety.
Duties and Responsibilities
INSPECTION & COMMISSIONING OF UNIVERSITY CONSTRUCTION PROJECTS
Projects may be small remodels to large new construction:
- Perform progress and final onsite inspections for power distribution, data, fire alarm & life safety, lighting, and lightening protection systems, and review reports & testing results for conformance with applicable university adopted codes, industry standards and intent of the project design.
- Perform progress and final inspections for review for conformance with University Facilities Standards, or approved variances.
- Coordinate code required & routine inspections for designated disciplines.
- Work with Code Compliance & Fire Safety and project team to determine which power distribution, data, fire alarm & life safety, lighting, and lightening protection systems inspections & testing should be performed by University staff versus a testing lab or inspection agency.
- Review permit and/or contract documents (plans & specifications) prior to conducting inspections to determine the applicable codes, standards, and University Facilities Standards.
- Review & provide codes and standards related written feedback on construction submittals relative to contract documents, requests for information (RFI's), requests for proposals (RFP's), and change orders (CO's).
- Review & compile university staff's comments on electrical related construction submittals.
- Report known deficiencies to C&I Lead Inspector and Project Manager.
- Maintain inspection & commissioning project documentation in a readily accessible location by other team members, including but not limited to field notes, photographs, logs, construction submittal reviews, checklists, etc.
- When requested, coordinate control issues between the university, professional services consultants, and controls contractors.
- When requested, provide review & comment on DDC temperature controls systems and graphical screens during construction and commissioning phase.
- When requested, provide or assist in programming control systems.
- Meet with review team members, architects, engineers, users, department heads, researchers, instructors' consultants and others to discuss proposed project changes and requirements.
- Attend select construction coordination and progress meetings as required.
- Witness startups of various systems.
- Perform testing and commissioning or track commissioning for construction projects.
- Coordinate electrical power distribution, fire alarm & life safety, lighting, communications, and other system demonstrations and training for university personnel.
- Assist facilitating and follow up on corrective actions on any reported systems issues for assigned disciplines, including communicating with contractors to get them back on-site to address warranty issues.
- Coordinate LEED documentation with the University, contractors, and professional services consultants.
- Use and communicate within university project management software.
- Review Change Order estimates, as needed.
- Perform assessments of existing electrical systems of campus buildings for system operation, functionality, code compliance, and compatibility with associated systems, as requested.
- Maintain working relationship with Consultants, Contractors, Project Managers, Construction Services and In-house trades.
- Perform other inspection and commissioning duties and responsibilities as assigned.
PROJECT CLOSEOUT AND WARRANTY
- Track and assist the Project Manager, professional services consultants and contractors in resolving electrical power distribution, fire alarm & life safety, lighting, communications, and other system items discovered during the warranty phase.
- Review close out submittals.
- Investigate and assist in resolving items encountered during warranty.
- When requested, collaborate with energy services in resolving energy and controls issues.
DESIGN REVIEW & UNIVERSITY FACILITIES STANDARDS
- Perform design phase and/or permit review of construction documents. Provide written comments and document potential code issues.
- Recommend changes in construction documents based on knowledge of University operations and maintenance methods and better code compliance.
- Meet with other university reviewers, project managers/coordinators, Professional Services Consultants (PSC's), In-House designers, Users, Department Heads, Researchers, Professors, etc., to discuss proposed changes during construction.
- Provide technical review/authoring and advising on University Facilities Standards.
- Attend proposal walkthroughs with the project team to assist with developing scope of work.
- Perform assessments of life safety systems of campus buildings for system operation, functionality, and compatibility with associated systems.
SUPPORT TO OTHER UNITS & OTHER DUTIES AS ASSIGNED
- Research codes, manuals and standards, drawings and specifications, to answer questions and assist F&S personnel in making decisions for construction details and methods.
- Upon request, assist with training of F&S Shops on electrical systems work, code requirements, and University Facilities Standards.
- Upon request, attend Work-Intake-Board meetings to vet recent AiM work orders and contractor proposal submissions in the My.FS portal, as needed.
- Provide assistance with commissioning activities, as needed.
- Performing assignments as requested by the Associate Director of Engineering Services.
- Perform other duties in support of Lead Inspectors and/or Associate Director(s) of Code Compliance & Fire Safety.
CONTINUING EDUCATION
- Assist in the continued development and monitoring of the inspection and commissioning process.
- Attend continuing education courses, self-study courses and seminars to learn about the codes, standards and building inspection techniques to initially obtain certification(s).
- Attend continuing education to maintain any certification(s) and license(s).
- Learn new technical skills for inspection, commissioning, documentation, and communications.
- Provide assessment of new technologies, equipment and systems to evaluate applicability to our projects and University Facilities Standards.
- Maintain knowledge in current building codes, University Facilities Standards, State and Federal regulations, and energy codes needed to adequately meet the needs of the Commissioning & Inspection team.

Required Qualifications
- High school diploma or equivalent.
- Five (5) years (60) months of progressive practical experience in responsible charge, including direction, inspection, and supervision of primary and secondary power and lighting distribution installations of more than 4000 volts and 5000kva capacity.
- Valid Illinois driver's license at time of hire and must be maintained throughout employment.
Preferred Qualifications
- Knowledge and experience with the National Electrical Code and University adopted building codes.
- International Code Council - Commercial Building Inspector and/or Commercial Electrical Inspector certifications.
- 5+ years of building inspection experience.
- Associate's, Bachelor's, or Master's degree in construction and/or design related field.
- Completed an OSHA Training course. 10-hour course is preferred.
Knowledge, Skills, and Abilities
- Base Technical Knowledge - Thorough knowledge of electrical construction, materials, procedures, and hazards related to power and lighting distribution system installations.
- Related Technical Knowledge - Solid understanding of fire alarm & life safety systems, communications, and lightening protection systems. General knowledge of building systems including mechanical, elevators, sprinklers, building automation system controls, etc.
- Mobility - Ability to access all areas of the construction site including but not limit to by walking, climbing, crawling, and by lift access on inspections.
- Proficiency with technical documents - Well-developed ability to read, navigate, and interpret construction drawings and technical specifications.
- Navigation of Codes & Standards - Extensive knowledge of university adopted building codes, standards, and current construction procedures/technology. Shall act as the technical expert for code related matters in assigned disciplines.
- Decisions & documentation - Ability to make difficult decisions/code interpretations, give feedback during inspections and provide documentation for project file.
- Critical Thinking - Ability to intake and assess multiple complex pieces and sources of information. Ability to use this information to formulate comments, judgements of deficiencies, action items, best course of action, etc.
- MS Office - Basic knowledge of using Microsoft Office products, such as MS Word, MS Excel, MS Outlook.
- Adobe - Basic knowledge using of Adobe products, including Adobe Acrobat.
- Communications - Must demonstrate excellent verbal & written communication skills.
- Time management - Must demonstrate ability to manage workload, appointments, and be punctual reporting to work.
- LEED - Familiarity with LEED and LEED Commissioning.
- Professionalism - Ability to communicate with contractors and the project stakeholders with tact, diplomacy and exhibit good customer service skills.

Appointment Information This is a 100% full-time Civil Service 3334 - Electrical Construction Superintendent position, appointed on a 12-month basis. The expected start date is as soon as possible after the search close date. The budgeted salary range for the position is $95,000 to $117,000 per year. Final salary offered will be determined by a thorough assessment of available market data, internal salary equity, candidate experience and qualifications, collective bargaining agreements, and budget constraints. Authorization for work sponsorship is not available for this position.
