Job Title: Engineer- Gas Engineering

Reports to: Senior Manager- Gas Engineering
Primary Location: In Office, Rochester, NY or Kirkwood NY

The base salary range for this position is dependent upon experience and location, ranging from: $76,186- $95,233

Job Summary
Knowledgeable, experienced and responsible for supporting the planning and conduction of various engineering activities and projects. Requires the use and the application of theories, precepts, practice and disciplines, including practical field experience. Incumbents have an expectation to make recommendations and suggestions regarding solutions to engineering problems and methods applicable to the resolution of important issues. Participates on and may lead teams of field employees, technicians, engineers and other personnel.

Responsibilities
• Supports projects or field engineering activities with average to complex features.
• Performs assigned engineering studies, proposing solutions to engineering-related problems; develops models and analyzes data to support improvement programs, techniques & solutions.
• Interfaces with outside departments, vendors, suppliers, and reliability entities.
• Develops or assists in presentations of engineering-related projects to all levels of management & external parties (contractors, customers, etc.).
• Plans and manages individual workflow to meet budgets and schedules.
• May mentor and provide guidance/direction for less experienced staff.
• Provide subject matter expertise in support of training others on regulatory compliance issues as well as work with internal/external stakeholders to address compliance.
• Maintains standards, procedures, and/or processes for compliance with pipeline safety regulations.
• Provide support and work products for internal Stakeholder to prepare them for state and federal regulatory audits and inspections as necessary.
• Evaluate and provide appropriate technical guidance on assigned pipeline compliance requests.
• Provide insight and assist on special projects to ensure pipeline safety initiatives are incorporated to align with the Pipeline Safety Management System. Provide general support to the internal Stakeholder with focus on continuous improvement of systems, documentation practices with a focus on consistency and standardization.
• Assist stakeholders with agency response and meet submission deadlines by resolving non-compliance issues through proven methodologies with a focus on preventative measures to mitigate recurrence.
• Provide support to research, compile, and/or prepare studies, responses to proposed changes in regulations, recommendations, policies, procedures, and correspondence.
• Review documents, prepare checklists, audit agendas, conduct pre- and post-audits and prepare final reports.
• Support incident investigations and root cause analyses.
• Communicate well both verbally and in writing, creates accurate and punctual reports, delivers presentations, shares information and ideas with others, has good listening skills.

Skills and Requirements
Technical Skills/Competencies
• Theoretical Engineering knowledge
o Planning, Operations and Engineering Design, Analytic, modeling & Calculation, understanding the business model; Global View of the Business (Values cross-functional collaboration, understands importance of growing knowledge and developing relationships and links across the organization).
o Understanding of Federal and State Code requirements applicable to the Operation and Maintenance of natural gas transmission and distribution systems. Understanding of Integrity Management requirements applicable to natural gas transmission and distribution systems.
o Experience researching, identifying, evaluating, and prioritizing problems or situations and coordinating appropriate actions or responses
Competent
• Practical engineering experience/application -
o Planning, Operations and Engineering Design, Construction, (e.g., field experience, standardization "Perform economic analyses of engineering alternatives, develop business cases and defend in front of stakeholders.")
o Planning, Inspection and analysis of Integrity Management Program assessments including Inline Inspection and External Corrosion, Internal Corrosion, Stress Corrosion and Confirmatory Direct Assessment. Pipeline analysis to determine operability and/or mitigate risk.
o Ability to manage projects, develop efforts and collaborate effectively to obtain positive results.
Competent
• Engineering documentation -
o Ability to adequately document and interpret engineering documentation and maintain documents in accordance with Company records retention requirements.
o Experience with Company specific O&M Procedures, Construction Standards, Material Specifications, Pipeline analysis and repair, Integrity Management Program and other engineering process documentation.

• Ability to review and verify engineering work done by others
o Ensure compliance with company standards, specifications, contract requirements and technical adequacy
- Initial
• Knowledge of Regulatory and Compliance Environment
o Knowledge of Local, State and Federal Regulatory Standards and requirements applicable to natural gas transmission and distribution

Preferred Qualifications:
• Understanding of ANSI, ASME, API and other various Industry Standards relevant to the natural gas industry
• Understanding of 49 CFR Part 191 and 192 or experience in specific areas of pipeline safety compliance
• Understanding of MA 220 CMR Parts 100.00 - 114.00 or experience in specific areas of Massachusetts pipeline safety compliance (where employment resides with Berkshire Gas Corporation), or
• Understanding of Maine Public Utilities Commission Chapter 420 or experience in specific areas of Maine State pipeline safety compliance (where employment resides with Maine Natural Gas), or
• Understanding of 16NYCRR Part 229, 255, 261 and Part 753 or experience in specific areas of New York State pipeline safety compliance (where employment resides with New York State Electric and Gas/Rochester Gas and Electric)

Education & Experience Required:
• Bachelor of Science Degree in Mechanical, Civil or equivalent Engineering or Engineering Technology and 2-5 years of job relevant experience
• Proficiency in Microsoft Office programs, primarily Excel, Word, PowerPoint, Project, Access as well as Visio and SharePoint
• Strong analytical and problem-solving skills
• Strong time management, project management, prioritization, and organization skills
• Proficient communication, presentation and interpersonal skills
• This position will be assigned to an emergency preparedness role which may require working in temporary operating locations depending on operational conditions
• This position is a Department of Transportation safety-sensitive position, which requires participation in a drug testing program
