Primary Purpose of Organizational Unit:The role of the Environment, Health and Safety (EHS) department is primarily environment, health and safety functions at the University. In support of the University's core mission, EHS will provide comprehensive environmental, health and safety services to the University community. This includes education through training and consultation, maintaining a safe environment through recognizing and controlling health and safety hazards, ensuring a process of regulatory compliance and minimizing future potential liabilities. By developing EHS programs and performing various periodic inspections we can provide a safe work place, ensure a process of compliance and minimize future potential liabilities. EHS is organized into eight (8) sections: Biological Safety, Environmental Affairs, Fire Safety & Emergency Response, Occupational & Environmental Hygiene, Chemical Safety, Radiation Safety, Workplace Safety and Business & Support.
Position Summary:The Hazardous/Radioactive Materials Specialist manages the storage and processing of incoming radioactive liquid and dry waste from the University and the UNC Hospitals and supervises the disposal of medical waste. This position will provide technical and management assistance with hazardous waste accumulation and storage requirements for non-laboratory areas. This position serves as a member of the University's Emergency Response Team for response to chemical spills and releases. This position serves to determine which laboratory chemicals should become part of the University's laboratory chemical recycling program. This position coordinates with Radiation Technician and the Hazardous Materials Technicians who transport full, liquid radioactive waste containers to the Storage facility for decay in storage or managed storage prior to transport to an offsite disposal facility.
This position is also responsible for maintaining the warehouse. This includes housekeeping, organization, inspections, and supplies/materials inventory for the warehouse. The position will maintain a list and report findings to the Warehouse Manager.
Four year degree with a preference for a related major in a physical science, biological science, environmental science/engineering, occupational safety, industrial technology or closely related science; or an equivalent combination of training and experience. Some positions may require specific certifications or licenses. Specific jobs will require additional minimum training and/or licensing upon selection.
Required Qualifications, Competencies, and Experience:Occupational, Safety and Health regulations require persons working at a hazardous waste treatment, storage and disposal facility (TSDF) have a one-time 40 hour Hazardous Waste Operations and Emergency Response (HAZWOPER) training in addition to 8 hour annual refresher training. The RCRA Part B Permit for The University of North Carolina at Chapel Hill TSDF requires personnel to be trained in accordance with 40 CFR 270.14(b) (12) and 40 CFR 264.16 requirements on an initial and annual basis as well.
1. NC Class C or higher valid Commercial Driver's License with a hazardous materials endorsement.
2. 40 Hour HAWOPER training certification.
3. RCRA hazardous waste training certification.
Knowledge-Professional:
This position requires the ability to manage the identification, packaging, marking, transport and storage of waste generated by University laboratories and other University facilities. Knowledge includes regulatory knowledge of waste management and transport compliance.
Program Monitoring and Administration:
This position requires the ability to understand and apply hazardous, radioactive, and universal waste management regulatory requirements. Safely transports hazardous, radioactive, mixed waste and universal waste from generator facilities to the Hazardous Materials Facility (HMF), Pouring Facilities, and the Storage Facility. This position requires the ability to establish an inspection schedule and/or responds to 'work order requests', make recommendations for standard corrective action when needed, establish time frame for corrective action to be implemented, and respond to emergency events. This position also identifies and recommends standard corrective action for unsafe conditions and determines preventative measures.
Training and Education:
This position requires the ability to understand and apply regulatory compliance with managing hazardous, radioactive, mixed waste, and universal waste. This position requires demonstrated experience in these areas.
Safety and Health Compliance:
This position requires the ability to apply basic knowledge of local, State and Federal rules and regulations to determine compliance within assigned program area(s) and adherence with University and EHS policies, plans and procedures. This position will adhere to the EHS management system quality requirements: Plan, Do, Check and Act (PDCA).
Communication:
This position requires the ability to communicate inspection results and recommendations effectively to mid-level managers and administrators verbally and by written report and the ability to convey general rules and regulations to campus clients.
Certified Hazardous Materials Manager (CHMM) preferred but not required.
