This position is responsible for executive financial leadership and management related to management contracts with Affiliate hospitals in the regional health care network as outlined in the management services agreement (MSA). The position consults with and coordinates the Financial Services delivered to the Affiliates and is responsible to contribute to the growth and profitability of affiliate hospitals by professionally consulting with or managing their financial services and activities. Participates in strategic planning in conjunction with the affiliate hospital CEO, Board of Directors, and other members of the Regional Network Team. Responsibilities include interacting and consulting with auditors, federal and state agencies on cost reports/audits, and business office staff to support the preparation of annual financial and capital budgets, related charge entry and patient billing related to revenue cycle and management of account receivables. Position consults, evaluates, and recommends accounting policies/procedures and internal controls, cost reports and tax returns, vendor contracts/payments, capital purchases supply chain management, obtaining bank loans, charge master reviews and coding reviews. Position consults and recommends information system's functionality, develops proformas for new services and ensures compliance with HIPAA and CMS, etc. The successful candidate should have a passion for working with the Affiliates to keep them viable and thriving.

Essential Job Functions

• Develops, implements, and assists in strengthening the rural health care delivery system by ensuring retention of appropriate care locally through enhancement of financial operations and improving the clinical quality of care delivery locally and within the region.
• Consult as and serves as recognized area expert within the rural health care delivery system and to other health care providers regarding healthcare accounting and financial issues. Ensures the success and credibility of affiliate hospitals through the delivery of innovative, quality, cost efficient financial programs. Recommends comprehensive financial/budgeting programs, including well defined protocols, policies, and procedures.
• Develops, maintains financial and budgetary goals/objectives, and assists with the development of affiliate regional business plans which support regional network goals and objectives. Communicates and coordinates administrative information by Billings Clinic leadership and governing bodies, including feasibilities projects and results reporting. Recommends comprehensive financial/budgeting programs, including well defined protocols, policies, procedures. Provides consultation services for the community and health care providers.
• Formulates initiatives and leads the affiliate hospital CEO and Board Members through strategic financial/budgeting planning sessions. Attends affiliate Board meetings and works collaboratively with Board Finance Committees. Interacts with bankers to assist in securing bank loans as appropriate. Serves as liaison between Billings Clinic Central Business Office and affiliate sites.
• Consults on best practices related to development of operating and capital budgets as well as the long-range financial planning processes and serves as a role model for the entire region in financial stewardship. Trends financial results and works with affiliate and regional teams to develop financial improvement plans. Prepares proformas, does ad hoc reporting and special request.
• Partners with affiliate leadership to reviews preparation of financials (GASB and FASB). As requested, interacts with, and assists auditors with annual audited financial statements. Interacts with federal/state agencies on costs reports as needed. Reviews annual financial and capital budgets and cost reports and recommends best practice including monthly estimates. Reviews and analyzes tax returns and evaluates internal controls and assists affiliates with responding to audit management letters. Reviews and evaluates grant compliance.
• Monitors and provides recommendations around job performance for affiliate finance staff, hospital business office staff, charge entry and patient billing, vendors contracts and payments, payer payments for compliance and regulatory requirements. Recommends best practices including reviews of charge master, coding, and days in accounts receivable. Evaluates supply chain management, capital purchases and access to alternative funding for capital as well as establishment of ordering system. Recommends best practices including GPO contract compliance. Evaluates payroll and human resources rates and hours paid, performs ad hoc productivity analysis and evaluates/reviews workers compensation practices.
• Develops, retains, recruits, and leads a talented regional finance team committed to accomplishing the goals and objectives of Billings Clinic. Conducts appropriate performance actions to include motivation, training, coaching, and counseling of employees. Acts as a mentor, promotes and encourages professional growth and development of regional finance staff. Takes responsibility for own professional growth and development needs; meets all system educational requirements.
• Demonstrates and encourages an ethic of open communication and teamwork with the affiliate sites. Builds an environment of shared commitment to the affiliates goals and responsibility to achieve quality outcomes. Maintains high level of satisfaction within the affiliate hospital among physicians and employees by providing an environment conducive to maximum individual and collective productivity.
• Provides oversight for affiliate hospital information systems functionality and coordinates and interacts with Billings Clinic Information System Services Department for support. Participates in evaluating, selecting, and integrating health care technology and information systems that support financial needs and efficient use of resources.
• Participates as a staff member to the regional affiliate Board of Directors and Finance Committees.
• Performs all other duties as assigned to meet the needs of the regional affiliates, departments, service lines and organization.
• Identifies needs and sets goals for own growth and development; meets all mandatory organizational and departmental requirements relevant to job performance.
• Supports and models behaviors consistent with Billings Clinic's mission, vision, values, code of business conduct and service expectations. Meets all mandatory organizational and departmental requirements. Maintains competency in all organizational, departmental and outside agency standards as it relates to the environment, employee, patient safety or job performance.
• Performs all other duties as assigned or as needed to meet the needs of the department/organization.

Minimum Qualifications

Education

• Minimum - Four (4) Year / Bachelor's Degree in Business or healthcare administration and/or Certified Public Accountant
• Preferred - Graduate Degree / Master's degree in business or healthcare administration and/or Certified Public Accountant

Experience

• Minimum of eight (8) years executive financial management and health care experience preferably in critical access hospitals and rural networks within health systems.

Certifications

• Certified Public Accountant (CPA) Required - At hire

Or an equivalent combination of education and experience relating to the above tasks, knowledge, skills and abilities will be considered.
