The Plant Operations Manager is responsible to the Executive Director of Campus Safety and Operations and assists with the maintenance and repair of the physical assets, buildings, grounds, and equipment of the college in an operating and orderly fashion for educational and community use. The basic functions of the position are to manage the HVAC, mechanical and electrical personnel. It also includes repairs and troubleshooting of all heating, cooling, and electrical equipment specifically boilers, chillers, cooling towers, pumps, air handling equipment, gas absorption chillers/heaters, electrical, and building automation system controls at the college's four campus network.
The Executive Director of Campus Safety and Operations delegates authority to the Plant Operations Manager to carry out the following responsibilities:
Responsible for five major functions and their connected distribution (water, sewer, electrical, cooling and hot water systems) to insure continuous uninterrupted operation.
Responsible for repairs as required to heating and cooling equipment, including cooling towers, boilers, chillers, pumps, air handlers, etc.
Assist with the hiring, development, supervision and evaluation of maintenance and mechanical support staff.
Assist the Executive Director of Campus Safety and Operations with information compilation for the annual operational report to Illinois Community College Board (ICCB).
Assist with the development and implementation of unit goals.
Serve on college committees as assigned by the Executive Director of Campus Safety and Operations.
Assist in budget preparation for the plant operations department.
Recommend purchase of supplies and equipment for the department and maintain current inventory of these items.
Must be on call via cell phone and respond at all times to plant operations emergencies such as broken pipes, electrical failures, well failure, motor failures, boiler or air conditioning equipment failures, etc.
Responsible for scheduling inspection of buildings and grounds equipment during weekends and holidays.
Responsible for maintaining building interior spaces at proper temperatures and responding to requests for adjustments.
Establish contingency plans for furnishing utilities in case of a catastrophic failure.
Responsible for daily and periodic tests of heating and cooling waters to maintain predetermined levels of chemical treatment in all heating and cooling systems.
Assist with the coordination of the college's environmental compliances such as OSHA's Hazardous Chemical/Waste Standard, ADA, etc.
Responsible for disassembly and reassembly of boilers for yearly insurance inspections.
Responsible for the coordination of utility construction projects.
Assist with the implementation of all minor remodeling projects.
Perform other duties as assigned by the Executive Director of Campus Safety and Operations.
Minimum Qualifications
High school diploma or equivalent required. Associate degree preferred.
EPA HVAC Certification.
Seven years' employment experience in a related field including formal training in HVAC maintenance to include in-depth knowledge of pumps, boilers, fan, motors, chillers and electronic controls.
Two years' experience in a supervisory role required.
Ability to communicate effectively orally and in writing as well as establish a positive working relationship with the college community.
Must be available to respond to emergency calls 24 hours a day, seven days a week.
