Job Role Summary

The QA/CQI Officer is responsible for developing, implementing, and monitoring the performance improvement of the organization on a continuous basis. This position works with medical direction and the QA/CQI Committee to ensure that all providers have the support, tools, and feedback required to perform their clinical tasks appropriately. This position aids in evaluating and developing functional protocols that support the mission of the organization and current evidence based medical and trauma practices.

Essential Functions and Responsibilities

  • Monitors the pre-hospital medicine and treatment and recommends evidence based changes
  • Responsible for developing, implementing and monitoring the performance improvement of the organization on a continuous basis
  • Monitors the service for adherence to current Indianapolis Metropolitan Area EMS Protocols.
  • Aids in evaluating, developing and reviewing functional protocols that support the mission of the organization and current evidence based medical and trauma practices
  • Serves as a liaison between the QA/CQI Committee and the providers of Indianapolis EMS.
  • Makes suggestions for change or investigation to the Chief of Clinical Services
  • Records and/or documents activity reports and other performance data tools to measure productivity and goal achievement
  • Assumes responsibility for leadership of CQI Committee, and in conjunction with them, assesses personnel compliance with standards of care and ensures that all providers have the support, tools, and feedback required to perform their clinical tasks appropriately
  • Prepares special reports and other articles to disseminate CQI related information
  • Reviews collected data on a chronological, geographic, shift, unit or other determined basis including random observations, and performs and reports descriptive statistical analyses to the QA/CQI Committee, identifying patterns of quality concern
  • Acts as a liaison for exchange of patient information between Indianapolis EMS and outside agencies

Associated Job Duties

  • Models leadership in quality practices including appearance, manner, time management, and overall exemplification of excellent customer relations
  • Coordinates with Section Chiefs and Medics
  • Participates in thoughtful problem solving as issues and events occur, pertaining to, arising from, or having bearing on the operations of the district or incident and the services delivered. Report all problems, issues, and findings/solutions to the Indianapolis EMS Chief of Service Quality for review and consultation in a timely fashion
  • Maintains Database of ESO users
  • Attends continuing education, refresher courses, medical audit programs, training programs as required by IEMS, medical direction, or certifying agency
  • Assists in initiating counseling and discipline in conjunction with the Operations Section
  • Performs other job related duties as assigned
  • Coordinates with IEMS Section Chiefs and Medical Director on topics for case presentations and Audit and Review
  • Promotes a work environment for all employees that encourages and rewards quality performance

Job Requirements

  • Indiana Paramedic License
  • Valid Indiana Driver's License - must meet and remain in compliance with IEMS driver eligibility policy
  • NIMS 100, 200, 300, 400, 700, 800
  • Minimum of five years' experience in a public safety setting (Police, Fire, EMS, Homeland Security)
  • Emergency Vehicle Operator Certification
  • American Health Association CPR Certification
  • Continuing education to maintain all required certifications

Knowledge, Skills & Abilities

  • Knowledge of EMS Principles and Practices and Federal, State, and Local laws and ordinances that pertain to EMS
  • Ability to present educational material in a one on one format, small group, and large audience settings
  • Ability to communicate technical information in a clear and concise format
  • Skills in critical but objective investigation methodology
  • Skills in organizing, record maintenance, and project management
  • Knowledge of service delivery methods, reporting software programs, data management programs, personnel information systems and various EMS Systems
  • Must be able to function independently as well as in a team or group setting
  • Ability to encourage, lead, motivate and coach Paramedics and EMT's towards quality improvement
  • Ability to maintain a system that collects and processes the necessary data to accurately measure system performance
  • Ability to confront conflict in a positive and organized fashion and to seek a proactive and collaborative resolution to the advantage of the organization as a whole
  • Ability to read, write, and speak the English language clearly
  • Ability to draw a reasonable conclusion based on the formulation and organization of technical information
  • Ability to safely operate an emergency vehicle in all weather conditions
  • Ability to use age appropriate communication skills

  • Maintains protected health information in accordance with HIPAA privacy guidelines and regulations

  • Employee may work independently under the general direction of their leader

Contact - Internal/External

  • IEMS - including EMS crews, support staff, administrative and command staff
  • City, state, and federal regulatory agencies
  • Medical direction staff, residents, and students
  • Other public safety agencies including IMPD and IFD
  • Private EMS entities

Special Effort Required

  • Must be available and/or reachable 24 hours a day, 365 days a year with the exception of scheduled leaves of absence and/or scheduled vacation time
  • Maintains a good rapport with the partners and customers in the community, representing the department in a professional manner
  • Moderate physical exertion with some sitting and lifting required
  • Lift up to 125 lbs. equally distributed and up to 250 lbs. with assistance
  • Heavy lifting for sustained periods; heavy and awkward lifting of patients and/or equipment over difficult terrain for several yards; intense strain for short periods of time
  • Drive an emergency vehicle under emergency conditions and non-emergent conditions
  • Carry a stair chair 30 yards, up two flights of stairs, then down two flights of stairs with a patient attached
  • Carry tech box, oxygen equipment bag and ECG monitor up two flights of stairs
  • Kneel, stoop, bend, crawl, walk and crouch for extended periods of time, on uneven surfaces and confined spaces, including kneeling long enough to perform two hundred chest compressions in 2 minutes

Working Environment

  • May be required to attend meetings or perform work remote from IEMS HQ or hospital campus
  • Work is normally performed in an office environment and occasionally in an out of office or field setting
  • May be exposed to unexpected events or hazards including chemical, biological, or radiologic hazards
  • May be exposed to hazards as a part of criminal or terrorist efforts to deliberately subvert or bypass available protective measures and inflict intentional harm, disability, or death
