Job Description:

This position may be understaffed as a Revenue Tax Specialist.
Under limited supervision, this position provides program expertise of a significantly complex nature involving the assessment of property in Nebraska with a focus on valuing centrally assessed property such as railroads, public service utilities, carlines and air carriers and working with those companies to receive information that facilitates accurate and equitable valuations. In addition, the successful candidate would also assist teammates in the compilation of statutorily required administrative reports, review of proposed policies, legislation, regulations, and information guides, and answer questions from county officials and taxpayers. This position would directly administer current tax policy in concert with other divisions of the Department of Revenue and would use a wide range of professional knowledge to complete assignments including those of a broad scope and considerable importance to the agency as well as performing related work as assigned.

Job Duties Include:
1. Values centrally assessed property such as railroads, public service utilities, carlines and air carriers by analyzing company and industry information.
2. Resolves complex problems where the complex programs have changed and resolution rests upon a thorough and current knowledge of laws, policies, regulations, processes, and procedures.
3. Examines, researches, and resolves tax program issues which arise from correspondence, protests, county official contact, taxpayer contact, and assignments.
4. Investigates, analyzes, researches, and presents proposed policies, processes, legislation, and regulations in assigned programs.
5. Monitors, analyzes, and interprets legislative, and policy developments.
6. Develop policies, regulations, and procedures to address changes or compliance needs for new Legislation, reporting, central assessment, administration of the real property tax credit act and other assigned programs.
7. Coordinates and/or leads the implementation of changes to policies, regulations, and procedures.
8. Interprets and applies policies, regulations, and procedures within Revenue, with county officials, and taxpayers.
9. Coordinates special projects assigned by the Property Tax Administrator and manager relating to new processes and procedures to ensure transparency.
10. Coordinates the communication to taxpayers, county officials, and internal staff.
11. Develops external educational presentations and information guides for county officials and taxpayers.
12. Presents educational programs at workshops, conventions, and webinars to keep attorneys, accountants, and county officials current with the tax programs.
13. Appraises and communicates with companies or industries for which the Property Tax Administrator is statutorily responsible for determining taxable value.
Requirements / Qualifications:
Minimum Qualifications:
Tax Specialist Senior: Bachelor's Degree in: business, accounting, or related financial field and two years' experience in complex tax program research and analysis. OR, increasingly responsible work experience in business, accounting or finance may be substituted for the education requirement on a year for year basis, in addition to two years' experience in complex tax program research and analysis.
Tax Specialist: Associate's Degree in: business, accounting, or related financial field and one year experience in tax program research and analysis. OR, increasingly responsible work experience in business, accounting, or finance may be substituted for the education requirement on a year for year basis, in addition to one year experience in tax program research and analysis.
Preferred Qualifications: Audit experience; Complex tax program experience.
Other: Valid driver's license for BOTH positions.
Knowledge, Skills, and Abilities
Knowledge of: Department of Revenue programs, policies, procedures, processes, regulations, and directives; administration of exemption issues.
Skills: Presenting persuasive arguments; data analysis, organizing and implementing processes; preparing clear and cogent written material.
Ability to: Communicate effectively with a wide range of people; interpret state and federal statutes; conduct independent research and analysis of complex issues through federal and state statutes and regulations.
