Job Description:
The Department of Administrative Services - State Building Division (SBD) is seeking an Operations Manager to join the team. This position will provide strategic leadership, direction, coaching, mentoring, and effective management of subordinate maintenance leaders from an enterprise management approach. This position is administratively responsible for the maintenance and restoration of multiple buildings, grounds, equipment, and utilities across the state and Task Force for Building Renewal emergency submissions. This position will assist with preparing and providing input into the Building Divisions' budget planning and tracking and analysis of budget execution. Additionally, this position tracks assets and assists with the annual insurance upload and audit.

Job Duties: Provide strategic leadership, direction, coaching and mentoring to enterprise maintenance team. Supervises and evaluates the work of subordinate supervisors and their staff. Administers personnel actions related to selection, discipline, performance, leave, grievances, work schedules, and assignments. Evaluates team to ensure appropriate staffing levels. Maintains forecast for enterprise level maintenance budgets and upkeep. Evaluates and disseminates budget obligation reports with assessment. Provides high-level review of maintenance projects and spend to ensure compliance with state statutes, policies, procedures, and safety program and code regulations. Develop capital funding projects list and funding for Biennium submission and input. Administratively responsible to manage all enterprise maintenance for multiple buildings, grounds, equipment, and utilities. Develops, reviews and maintains Standard Operating Procedures for assigned areas. Administratively responsible to ensure systems are in place to monitor and continuously improve vendor/contract performance. Negotiates and monitors all service and maintenance contracts with private vendors. Assists the Administrator to ensure fixed assets are properly tracked, managed and maintained. Evaluates the feasibility of repairing or replacing equipment and systems to recommend options and alternatives. Maintains and updates Building Division Comprehensive Capital Facility Plan for all buildings, grounds and campuses. Other duties as assigned within the scope of the classification.

Requirements / Qualifications:

Minimum Qualifications:

Three years of progressively responsible experience supervising or managing maintenance operations which encompass numerous buildings or campus and multiple staff AND Bachelor's degree in business administration, construction management other related field; Experience can be substituted for education on a year for year basis.

OR

Five years of progressively responsible experience supervising or managing maintenance operations which encompass numerous buildings or campus and multiple staff AND vocational degree in a skilled maintenance trade such as HVAC, welding, electrical, construction or plumbing. Experience can be substituted for education on a year for year basis.

Other:Regular and Reliable attendance is required. This position requires travel within the state as necessary. As such, the incumbent must be able to present a valid driver's license or another form of reliable transportation.

Knowledge, Skills and Abilities: The successful applicant will have a thorough knowledge of building systems, familiar with State budget and State automation systems, will be a skilled written and verbal communicator, be a motivated self-starter with a demonstrated track record in customer service, the Microsoft Suite of Software, and a demonstrated history of working across agencies to deliver results.
