Hiring Manager/ Reports To: Manager, Digital Identities

Location(s): Orange, CT, Augusta, ME, Rochester, NY, Vestal, NY

The base salary range for this position is dependent upon experience and location, ranging from: $107,000 - $155,000.

Purpose

This position provides services to guide, identify, evaluate, design, develop, implement, and integrate controls and processes to meet compliance requirements for developing, implementing, and managing a full lifecycle program that encompasses the processes of Change Management, Release Management,

Test/ Evaluation, Configuration Management, Asset Management and Identity, Credentials and Access Management. In addition, this position performs or assists in the performance of compliance controls as required, along with the creation, maintenance, and oversight of policies, standards, and procedures to ensure the effectiveness of all compliance controls.

Position Responsibilities:

  • Experience working with infrastructure solutions in an enterprise environment.
  • Provide timely responses to all incidents, tasks and requests assigned to meet Service Level Agreements.
  • Contribute to Service Level Agreement (SLA) improvements and reporting tool implementation.
  • Manage KPIs.
  • Maintain regulatory compliance under NERC/CIP guidelines.
  • Maintain high quality security controls surrounding the critical SCADA systems.
  • Ensure Infrastructure and Compliance (IAC) objectives are achieved.
  • Oversee employees and contractors hiring, reviews, and training, and budgets.
  • Day to day supervision of internal and external resources both local and remote.
  • Provide professional and technical mentoring for team members.
  • Identify resource requirements, roles and responsibilities, best practices, and manage day-to-day relationships with direct and indirect team members.
  • Perform/coordinate special assignments from Leadership.
  • Define security requirements and ensuring that the program meets these requirements, or that exceptions and issues are noted and remediated as appropriate.
  • Responsible for up-to-date documentation for processes and procedures.
  • Work with internal clients, suppliers/contractors, project teams and other technical staff to identify, design and support technical solutions.
  • Support the technical implementation plans in support of technical projects.
  • Oversee Operational asset management, change management, and quality assurance systems and processes.
  • Provide maintenance following the change management process.
  • Oversee user accounts and access activity within the ICAM tools and maintain access control policies and procedures.
  • Create, modify and deactivate user accounts within the ICAM tools when required.
  • Resolve any issues related to identity and access management.
  • Provide status reports/communications to various stakeholders.
  • Ability to explain complex ideas in simple terms.

Skills and Requirements

JOB REQUIREMENTS:

Education & Experience Required:
  • Master's in Business, Computer Science, or Technical Related Degree with 4+ years' technical experience
  • Bachelor's in Business, Computer Science, or Technical Related Degree with 6-8 years' technical experience
  • AS in Business, Computer Science, or Technical Related Degree with 8+ years' technical experience
  • Will consider additional years of relevant experience (10+ years) and/or related technical certifications in lieu of degree requirement.
  • Supervisory experience over staff, projects, or contractors
Skills/Abilities:
  • Must possess ability to deal collaboratively, diplomatically, and successfully with customers, co-workers, direct reports and other professional colleagues, managers, and staff.
  • Must be able to work effectively in a team environment, as well as work independently with limited supervision.
  • Must have excellent problem-solving skills while providing first class customer service. Requires outstanding oral and written communication skills.
  • The ability to demonstrate good communication skills both written and orally with team members, other departments, regulating authorities and leadership.
  • Must be able to work independently and contribute proactively to drive results.
  • Able to develop effective business cases for enhancements.
  • Capable for reviewing work of less experienced staff and ensures quality even on the most complex tasks or projects.
  • Able to provide training and mentoring to others to increase cross functional capabilities.
  • Ability to interact and interpret assurance, governance, and risk impacts to technical and non-technical audiences.
Desired Skills/Abilities:
  • Understanding of industry compliance regulations and policies (NERC-CIP, etc.)
  • Knowledge of cybersecurity best practices and frameworks (NIST, etc.)
  • Professional experience with more than one of the following areas:
    • Process and procedures to improve the efficiency of the Change Advisory Board (CAB)
    • Child/parent relationships among Configuration Items (CI)
    • Documentation and network topologies related to CIs
    • Industry best practices such as CMMI, ITIL, and ISO
    • Development of personalized dashboards, compliance tracking, impact assessments, and internal audit scoring
    • Identity, Credentials and Access Management
